The City Council should adopt a policy and direct the Real Property Division to develop a process for using public property (both land and buildings) to develop transitional, affordable, and/or innovative housing projects, including tiny home villages and sanctioned encampments. By making publicly-owned land and buildings available for the development of affordable housing, the City could help ensure that there is an adequate supply of lower-cost homes in areas with high land costs and limited development opportunities. The City could also enact legislation that includes requirements for developers constructing multi-family housing on surplus city-owned land to reserve a certain percentage of units for low-income households. These options should be explored by the Real Property Division and the Long Range Planning Division.
