Per the Comp Plan, City Council ultimately decides the order of the Community Planning Area assessments. The order is discussed by the City Council's Land Use, Planning, and Zoning (LUPZ) Committee and then by the full City Council. There are opportunities for public comment at both those steps.
Process for the 2021-2025 Cycle
- Planning staff sent a recommended order to City Council in January 2020 based on a Priority Analysis, described below.
- City Council included the adopting Resolution in the letter of introduction on April 6, 2020.
- City Council's Land Use, Planning, and Zoning (LUPZ) Committee reviewed the revised recommended order based on the proposed amendment at 2 public hearings (June 10 and 24, 2020) before sending the bill with no recommendation to the full City Council.
- City Council adopted the amended Resolution establishing the order on June 29, 2020.
The 2017 Comprehensive Plan directs Planning staff to perform a needs analysis to look at which areas have vulnerable populations, hot development markets, and low livability -- all of which signal a high priority for planning attention.
In early 2020, Planning staff forwarded a recommended order based on this analysis to City Council. This order was revised slightly to accommodate a pushed back start of the assessment cycle due to the COVID-19 public emergency.
