West Mesa CPA Assessment Report Sections 1-3 and 4 Draft

It is absolutely ludicrous that there is no public transit to the four areas of Petroglyph National Monument. When we were here as tourists, we were astounded that this major tourist destination has no public transit options.

We cannot use transit that does not exist. There is no transit on Unser. There is no transit anywhere west of Coors. It is not even possible to get to the Central & Unser transit station using transit. There do not appear to be any plans to improve public transit on the west mesa.

Horses are prohibited in PETR, perhaps not specifically within this area? However, no horseback riding is permitted on PETR trails or across the landscape.

Launching drones from within NPS boundaries is prohibited. Has this been discussed with PETR adminsitration?

Ladera Golf course is zoned as a park but does not operate or serve the community like a traditional park. What does the percentage drop to if it were removed?

What data is being used to connect "suburban lifestyles" to "jobs that offer less than full-time employment".
Earlier in this document we were discussing how most of the CPA is traveling by car to jobs on the East side - which would indicate these "suburban lifestyles" cannot be afforded on a part time job near by.

Many of the roads to commercial hubs and destinations in the West Mesa CPA are not only dangerous to the point of scaring residents out of walking or taking multi-modal transportation. The distance between most homes and these businesses takes walking out of the transit equation entirely. Zoning changes allowing small businesses to exist in these housing only areas are a possible solution

Ladera Golf Course is zoned as a park but is hardly comparable to a community park like Mariposa Basin Park in terms of function and use by the community. This statistic is incredibly misleading

On page 17 of your report, the boundaries description of Santa Fe Village is inaccurate. It should be "Montano to the North and Vulcan to the south.

Neighborhood Associations really don't "manage" areas or neighborhoods. They represent or advocate (to the extent possible) for the interests of residents and businesses of a neighborhood.

While a Homeowner Association is governed by NM state statue and has the power to establish and enforce covenants, neighborhood associations do not.

This paragraph assigns NAs the authority to limit urban design, development and multi-family housing, an authority they absolutely do not have. As such, this paragraph feeds the narrative that NAs oppose development for the sake of opposition.

The task of essentially retrofitting existing neighborhoods to accomplish the goals of urban design and increasing affordable housing is better served by language that characterizes NAs as partners. Having different views and priorities should not be allowed to be categorized as an obstacle.

There is no transit on Unser. If it is designated as a "transit" route in some plan, it is not one that provides any service.

Transit service on Montano exists only from Taylor Ranch Rd to the Montano Bridge. The 157 provides transit on Golf Course to the north. There is no public transit on Montano west of Taylor Ranch.

North of Central, there are two consistent transit routes, the 155 and the 157. Currently, the 790 is operating during the UNM academic year.

The proposes ABQ Ride transit plan will NOT change this.

Planning "areas"

The undeveloped land in this photo is inside the Petroglyph National Monument boundary. As such, it seems more accurate to call it open space than "undeveloped" which suggests this would be a site for development.

Re: Santa Fe Village-Montano Rd is the northern boundary and Vulcan is the southern boundary.
